The cost of buying property in Cyprus

On a new-build apartment in Cyprus you pay VAT, your own legal fees and a €50 Land Registry fee to deposit the contract. You do not pay property transfer fees, because VAT was charged, and stamp duty was abolished on 1 January 2026. VAT is the cost that dominates, and it depends on eligibility.

Read this first. We reached the Department of Lands and Surveys and the Registrar of Companies directly for the fee and stamp duty figures below. We could not reach the Cyprus Tax Department: its pages returned an error on every attempt on 12 August 2026. So the VAT figures on this page are attributed to dated professional sources rather than stated as fact, and they are the ones to confirm with your lawyer. We would rather show you that seam than paper over it.

What do I actually pay on top of the price?

Fewer things than most guides suggest, because two of the costs usually listed no longer apply to a new-build purchase in 2026.

Do I pay property transfer fees on a new build?

No, provided VAT was charged on the sale. The Department of Lands and Surveys states it plainly in its own fees and charges schedule: no registration fees are paid on the transferred property when VAT has been paid.

That matters, because transfer fees are otherwise substantial. The published bands are 3% on value up to €85,000, 5% on the portion between €85,000 and €170,000, and 8% on anything above €170,000, paid by the buyer. On a €370,000 property those bands would come to a large five-figure sum. On a new build from a VAT-registered developer they do not arise.

This is one of the real financial differences between buying a new build and buying a resale, and it is frequently left out of comparisons.

One caveat on our own source: the Lands and Surveys fee schedule we read carries no visible revision date, and we could not locate a more recent published edition. Ask your lawyer to confirm it is current.

Is there still stamp duty in Cyprus?

No. The Stamp Duty Laws of 1963 to 2025 were repealed by Law 239(I)/2025 with effect from 1 January 2026. The Department of the Registrar of Companies and Intellectual Property confirms that documents do not require stamp duty as of that date.

Documents signed by at least one party on or before 31 December 2025 remain under the old law. Anything signed from 1 January 2026 onwards does not. Since a contract for a July 2027 handover will be signed well after that date, stamp duty should not arise on this purchase at all.

Almost every guide to buying in Cyprus still lists stamp duty as a buyer cost, usually at 0.15% to 0.2% with a €20,000 cap. If you see that on a page with no date on it, that page is out of date. Check when anything you read was last reviewed.

How much VAT will I pay?

Two rates exist. 5% applies to a qualifying first permanent residence. 19% applies to everything else, including a holiday home, a buy to let, or a second property.

So the question is not really what the rate is. It is whether this purchase is your first permanent residence, and whether it falls inside the limits that go with the reduced rate.

Those limits are where we stop being able to help you precisely. The reduced rate is reported to apply to the first 130 m² of buildable area and the first €350,000 of value, provided total buildable area does not exceed 190 m² and total transaction value does not exceed €475,000, under Law 42(I)/2023 in force from 16 June 2023. We could not confirm those thresholds on a Cyprus Tax Department page, which returned an error on every attempt, and our best dated source for them is secondary. Sources also disagree on what happens above the thresholds, some describing the whole supply reverting to 19% and others a pro-rata split. The reduced rate also carries conditions, reported to include that you do not sell or let the property for ten years. Breaking that can mean repaying the difference.

At the €370,000 to €380,000 level these thresholds are close enough to matter to you specifically, which is precisely why we are not going to estimate it. Ask your lawyer for the VAT treatment of the actual unit in writing before you sign.

What will a lawyer cost, and do I need one?

You need one. Instruct an independent Cyprus property lawyer who does not act for the seller.

Legal fees are not set by a statutory scale, so they are a matter of agreement. Reported ranges sit around 1% to 2% of the purchase price plus VAT, or a flat fee in the low thousands for a straightforward residential purchase. We could not verify either from the Cyprus Bar Association, so treat those as indicative and get a written quote.

Ask what the fee includes. A Land Registry search on the seller's title, checking for mortgages or charges over the land, reviewing the contract, and depositing the contract at the Department of Lands and Surveys should all be in scope. That last one is the most important protection you have as an off-plan buyer.

What does depositing the contract cost?

€50, per the Department of Lands and Surveys fee schedule. It is the cheapest meaningful thing you will do in the entire transaction, and skipping it would be the most expensive mistake.

What are the ongoing costs once I own it?

Immovable property tax, the annual national tax on property, is widely reported to have been abolished with effect from 1 January 2017. We could not confirm that on a government page, though the reporting is consistent and includes sources reviewed this month.

What remains are local charges: municipal rates, refuse and street lighting, and sewerage board charges, which in Limassol are assessed on property value. Plus your own utilities, building insurance and any common expenses for the building.

We have not published figures for these. The amounts depend on the assessed value of the specific unit, and it is not clear from any source we could reach how connection charges are split between the developer and an individual apartment buyer in a multi-unit building. Ask us and we will tell you what we know about this building specifically.

So what is the total on a €370,000 apartment?

We are not going to give you a number, and we want to explain why rather than just decline.

Three of the line items are confirmed: transfer fees at zero, stamp duty at zero, and €50 to deposit the contract. But VAT dwarfs all of them, and its treatment depends on whether you qualify for the reduced rate, which depends on facts about you rather than about the apartment. A total built on a guessed VAT rate would be wrong by tens of thousands of euros, and it would look authoritative while being wrong.

What we can tell you is the shape of it: VAT is the overwhelming majority of your additional cost, legal fees are the second item, and everything else is small or zero. Your lawyer can turn that into a real number in an afternoon.

Is anything about to change?

Yes, and it is close. Cyprus published Decrees 102/2026 and 103/2026 on 27 February 2026, amending the VAT Law with effect from 1 September 2026. They are reported to revise definitions around first occupation and prior use of a property.

We could not establish whether that affects a standard new-build primary residence purchase. If you are reading this after 1 September 2026, treat the VAT section above as needing a fresh check, and tell us if you find it is out of date.

There was also a transitional arrangement tied to older VAT rules with a filing deadline reported as 15 June 2026, which one source says was extended. Whether it could apply depends on when the specific development's planning permit was issued, so it is a question for your lawyer with the permit date in hand.
