Where to buy an apartment in Limassol
Limassol District has four municipalities since the 2024 local government reform: Lemesos, Amathounta, Kourion and Polemidia. Which one an apartment sits in affects your rates, your services and your commute. This guide maps the areas to their municipalities and sets out what to weigh, rather than telling you one area is best.

We build in one part of Limassol, so we are not a neutral guide to the others. What we have done instead is stick to what can be sourced. Where a claim is market opinion rather than documented fact, we say so or leave it out.
Why does the 2024 reform matter to a buyer?
Because most guides to Limassol were written before it, and the administrative map they describe no longer exists.
Cyprus reorganised local government in 2024, merging many small municipalities and communities into larger ones. The Limassol District now has four municipalities. The official list of which quarters belong to each is published by the Permanent Committee for the Standardization of Geographical Names via the Department of Lands and Surveys geoportal, dated 2026.
This matters practically. Your municipality sets local rates, handles refuse and street lighting, runs planning at local level, and is who you deal with about anything on your street. It is not just a label.

Neighbourhood names that were never separate municipalities, such as Zakaki, Neapolis and Potamos Germasogeias, do not appear on that list. They are neighbourhoods within a municipality rather than quarters of a merged one. Zakaki sits within the Municipality of Limassol, which the municipality's own announcements about works in Zakaki confirm.
What should I actually be weighing?
Six things, and they are personal rather than universal. An area that is right for a family is often wrong for someone letting the property out.
- What is above and below you. In an apartment this matters more than the district. A top floor unit has no footfall above it. A ground floor unit has a garden and everybody's footsteps.
- Noise sources you cannot see on a map. A main road, a bar strip, a school run, a port. Visit at the time of day you would actually be home, not at eleven on a Tuesday morning.
- Whether the area is finished or changing. A settled residential area will look much the same in ten years. An area with active investment will not, which is upside if you are buying to hold and disruption if you are buying to live in immediately.
- Commute to where you will actually go, driven at the real time. Every developer in Cyprus quotes drive times and we would not trust ours either without checking.
- New build against resale. This changes your costs materially, not just your finish quality. See the cost guide: transfer fees are zero on a new build because VAT is charged instead.
- What you can verify in writing. Areas in square metres broken down, what is included against what is only provided for, the handover date, the energy rating.
What are the main alternatives at this price level?
If you are looking at Limassol around the €370,000 to €400,000 mark, you have probably already seen the seafront towers. They are the most visible new-build product in the city, and they are a genuinely different proposition from a small building in a residential neighbourhood.
Trilogy Limassol Seafront, by Cybarco, is three towers on the seafront comprising 268 sea-view apartments plus offices. ONE Limassol, by Pafilia, is a 37 storey tower on 28th October Avenue with 83 residences, completed in 2021 with deliveries from 2022, so it is a resale rather than an off-plan purchase now. Both figures are from the developers' own sites.
We are not going to tell you those are worse. They offer sea views, concierge and amenities that a six-unit building does not, and for some buyers that is exactly right. What they also carry are the common expenses that come with running a tower, a much larger number of neighbours, and in the case of a completed building, no ability to influence anything before handover.
The honest framing is that these are different products at overlapping prices. Go and see one. If you come back wanting a doorman, we are not the right building for you.
Where does Zakaki fit?
Zakaki is a residential neighbourhood on the western side of Limassol, within the Municipality of Limassol. It contains City of Dreams Mediterranean and My Mall Limassol, both of which publish Zakaki addresses, and it borders Limassol New Port.
The case for it: recent private investment in the resort, recent public investment in the port road link, and an active municipal programme upgrading squares and parks. It remains a working residential neighbourhood rather than a tourist strip.
The case against it, in the words of residents at a municipal consultation held on 3 March 2026 at the Zakaki Community Council: traffic congestion, an older road network, disturbance from nearby industrial activity, and a shortage of green space. If you want a polished, finished suburb today, Zakaki is not it. If you want a residential area with funded improvement underway, it is worth a look.
Is new-build supply going up or down?
Nationally, up. We can only tell you nationally, and we want to be clear about that limit.
The Cyprus Statistical Service reported 9,275 dwelling units authorised across Cyprus in January to August 2025, up 14.6% on the same period in 2024, with apartment blocks specifically accounting for 6,030 units, up 18.6%. Total permits were slightly down at 4,842, so the pattern is fewer, larger schemes. The figures are in the Building Permits release dated 15 December 2025.
Two caveats we will not bury. That release is national, not Limassol: the district breakdown sits in an interactive database we could not query, so anyone quoting you a Limassol-specific permit figure should be asked where it came from. And the Statistical Service itself notes that permit issuing moved to the new Local Government Organisations on 1 July 2024, which caused delays and accuracy issues in the figures during the transition.
How should I compare two specific apartments?
Ask both sellers the same seven questions and compare the answers side by side rather than comparing the brochures.
- Covered interior, covered veranda and any outdoor space, as three separate figures in writing.
- Which floor, and what is directly above and below.
- What is included against what is a provision only.
- The energy performance rating, and the certificate itself.
- Handover date, and what happens contractually if it slips.
- Whether the contract will be deposited at the Department of Lands and Surveys and by when.
- Who you will actually be dealing with, and whether there is a commission in the transaction.
For what it is worth, ours are: 84.1 m² and 83.8 m² covered interior, plus veranda and private roof garden broken out separately, both on the third and top floor with nothing above, jacuzzi and photovoltaic provision rather than fitted units, A+ energy rating, July 2027 handover, and no agent commission because you deal with the owner.

- That depends on what you want, and we are a developer in one area so treat our view accordingly. Seafront towers offer views and amenities with higher common expenses and more neighbours. Residential neighbourhoods offer fewer units and lower running complexity. They are different products, not better and worse.
- Which areas of Limassol have the most new builds?
- We cannot answer that with a sourced figure. The Cyprus Statistical Service publishes national permit data in its press releases, and the district level breakdown sits in a database we could not query. Treat any Limassol-specific permit statistic you are quoted with scepticism unless it comes with a source.
- Is buying a new build cheaper than a resale?
- The purchase costs differ materially. Property transfer fees are zero on a new build where VAT was charged, and run from 3% to 8% in bands on a resale. VAT applies to the new build instead. The cost guide sets out both sides.
